Fish Exports Issues Discussed in Primorye

Fish exports from Russia can become less complicated

Fish export from Russia is still a quite a complicated business, therefore I was interested to learn about results of a discussion between the administration of Primorye region and representatives of fisheries. The main topic of the meeting was problems that arise during execution of documents needed for exporting fish products from Russia.
I know from my own experience that fish exporters face a number of problems in obtaining proper paperwork on time. For example, a large number of supporting documents is required to obtain veterinary certificates (form 5i) and international sanitary certificates. In addition, as noted by the participants of the meeting, issue of these certificates by Rosselkhoznadzor is often delayed, or companies are refused the required certificates without a reason. All these issues lead to delay of shipment of fish products exported to EU countries, China and South Korea.
As a result of the session it was decided to recommend to the Rosselkhoznadzor Office in Primorye region to issue veterinary certificates (form 5i) in advance in cases when the cargo is not unloaded on the territory of the Russian Federation provided all necessary documents are submitted, and issue sanitary certificates within 24 hours from the date of the application receipt. In addition, it was proposed to develop an electronic registration system to facilitate processing of these documents.
Besides that, it was decided to send a request to the Ministry of Agriculture of the Russian Federation with a proposal to allow round the clock sanitary monitoring of the fish products unloaded at Russia’s ports and intended for the domestic market. I believe this latest measure is connected with the ban of Norwegian fish, and means to prevent similar issues with other fish products.
